Commander Fong first appeared in Captain America (vol. 1) #165. He died in this same issue.
Commander Fong's own words to Yellow Claw revealed that he was a devout Communist who lived to serve the Communist Party and the People's Republic of China. He wanted to work with Yellow Claw to "destroy the world's democracies," but Yellow Claw murdered him.
