Hank and Lee were a pair of New York City police officers who tried (unsuccessfully) to arrest Captain America for the murder of The Tumbler. Cap did not commit the crime. He was framed by Moonstone (Lloyd Bloch), but the police officers didn't know that.
In panel 5 on page 2 in Captain America (vol. 1) #170, Lee and Hank rush up to Captain America just moments after the Tumbler has been murdered in a way that made Cap look responsible. Lee (a black police officer) says: "Hey, Hank-- it looks serious!"
Hank replies: "Then we treat it serious, Lee!"
On page 3, Lee tells Captain America: "We heard there's a murder charge against you, Captain America-- So we aren't taking any chances! Get the hands high!"
Hank stood by Lee during this confrontation with Captain America.
Captain America thinks to himself that he doesn't want to resist arrest, but he feels he needs to in order to find out who really killed the Tumbler and clear his name. So Captain America plows through the police officers, leaving them on the ground.
A bystander shouts at the police: "Stop him!"
But Lee, watching Cap flee, says: "That's the strongest dude this side of The Thing! I'm sorry, man--but he's unstoppable!"
(This story took place during a brief period of time when Captain America actually had super strength.)
