Herbert Glass was a high-ranking government official. He arrived at a location in downtown Washington, D.C. where came for a luncheon appointment with three Southern senators. As he exited his car, the radio turned itself on. He heard Chopin's Funeral March. Suddenly, the Red Skull (wearing a jet back) landed on the ground right in front of him. The Red Skull shouted "Die Herbert Glass!" and then fired a gun that emitted a strange crimson dust. The dust in Herbert Glass's face tightened his skin and transformed his face so that it looked like the Red Skull's mask. This killed Mr. Glass.
Captain America arrived, but he was too late to prevent this murder.
Herbert Glass had been a member of the Federal Open Market Committee. The Red Skull told Captain America about Mr. Glass's membership on this important committee, and told Cap that his plan was to murder all members of this committee. This was part of the Red Skull's plot to destroy America's economy in order to mark the 30th anniversary of Adolph Hitler's death.
After the Red Skull escaped, Captain America saw that Mr. Glass was dead. He exclaimed: "Lord! Oh, Lord! I'll get him for this-- and for Roscoe-- and for every vile thing he's planning!"
