Pete is very much an "afterthought character." He appears in only one panel: panel 3 on page 12 in Captain America (vol. 1) #207. In this panel, Pete and a friend are on a boat. They look up in the sky and see a low-flying super-hero - the Falcon - pass by.

Pete's fellow boater points at the Falcon, exclaiming: Pete! Look!"

Pete wonders aloud, saying: "What kind of night bird is that?"

It is impossible to know exactly where this takes place, other than we know that Pete and his friend are on a boat somewhere off the Pacific coat. Falcon is, at this time, "scouting the coast-line" south of New York City, flying from New York all the way to Central America where Captain America has been taken.

Pete may be a fisherman, or he may simply be boating at night with a friend. Pete wears a red cap and a long-sleeve light blue jacket.
