Nelson appears to be an older, distinguished gentleman. His hair is quite gray, almost white, but he is not at all balding.
Nelson is first seen on page 11 in Captain America (vol. 1) #207, in a scene that takes place in "a regional office of SHIELD." In this scene, Captain America's partner Sam Wilson (the Falcon) is trying to track down his missing partner (who was abducted by agents of South American dictator Hector Santiago). Sam explains to Nelson: "Steve and I had a run-in with some Latin police from below the border! It could have started with that!"
Nelson tells him: "It's not enough to go on Sam, but we're doing the best we can!"
In panel 3 on page 11, Nelson continues: "I've got our top agents working on this case, but right now, Steve Rogers is a missing person! And so is Captain America!"
San Wilson says to him: "Check with all the Latin-American embassies, Nelson. Keep the pot boiling."
Nelson appears to be genuinely trying his best to help. He tell Sam: "Are you kidding? I've thrown out an international dragnet, from which a mouse couldn't escape!"
Their discussion continues a bit more, as Nelson assures the Falcon that he and SHIELD are doing everything they can to find Cap.
We do not yet know why, but one source we found referred to Director Nelson's name as "Kurt B. Jacobson," and specified Captain America (vol. 1) #209 as the issue in which he appeared. Director Nelson's name is clearly identified in Captain America (vol. 1) #207. Nobody by the name of "Kurt B. Jacobson" (or anything close to that) appears in these issues. The only male SHIELD agent who appears in Captain America #209 (unless one counts Captain America and the Falcon) is Director Nelson, in a scene in which he visits Sharon Carter in her hospital room to recruit her to help investigate the monsters of File 116.
Director Nelson is not overtly identified by name in issue #109, but this issue was written and drawn Jack Kirby, the same person who wrote and drew the character in the previous two issues. There is no mistaking him for somebody else.
Perhaps there IS a character named "Kurt B. Jacobson" who appears in some other Marvel comic. But there is no such character in Captain America (vol. 1) #209.
