The Hawk-Riders where a group of guards who guarded Dovecote. They rode giant mutated hawks.

There were at least five Hawk-Riders. The most seen at one time was four. During Captain America's initial encounter with the Hawk-Riders, one of them got too close to the cliffs surrounding Dovecote. He crashed into the cliff, fell of his hawk mount, and apparently fell to his death. Later a group of four Hawk-Riders again attacked Captain America. Their leader told Captain America: "I lost a good man because of you... and I'll see you fry for that!" There were quite possibly more than five Hawk-Riders.

One of the Hawk-Riders - possibly the group leader - identified himself as "Hawk-One" when he radioed into Dovecote. This is probably just a radio handle used for convenience. It is unlikely that the man called "Hawk-One" in this scene used this designation regularly. "Hawk-One" might have been a designation used by whoever was the assigned field leader at the time.

Another Hawk-Rider was called "Hawk-Four" during the Hawk-Riders' battle with Captain America. One can extrapolate the designations/temporary call names of the other two riders. Presumably they were "Hawk-Two" and "Hawk-Three."
