The first time the People of the Black Sea were seen in comics was in Daredevil (vol. 1) #77, when Lady Tuvia appeared at the end of the issue to usher the Sub-Mariner into events that continued in Sub-Mariner (vol. 1) #40.

Lady Tuvia was a member of the royal family from the Black Sea dimension. The People of the Black Sea claimed to have once been the rulers of Atlantis on Earth, until they were forced to flee from Atlantis (and Earth) because they faced religious persecution.

The Black Sea dimension itself was featured in Sub-Mariner (vol. 1) #40 and Iron Man (vol. 1) #40. Tuval, the ruler of the dimension, was later featured in additional issues of Iron Man and Captain America.
