It is not entirely clear if members of the Nihilist Order were actually sincere Nihilists, or if they were knowingly "playing a part" in the Red Skull's scheme to defame Captain America. But because the Red Skull used a false identity ("The Teacher") to train and lead the Nihilist Order, it seems likely that they genuinely believed in what they were doing, although the Red Skull himself did not necessarily believe all of the Nihilist philosophies that he taught them.
"Project: Desecration" was the name of the Red Skull's overall plot to use the Nihilist Order as terrorists in Los Angeles, in order to set up his own agent (Eddie Ferbel as "Nomad") as a hero while undermining Captain America's reputation.
