Hutchinson was a tax auditor who discovered Captain America's secret identity after examining his suspicuos tax returns. (This happened not long after the U.S. government paid Steve Rogers one million dollars in back pay.) Hutchinson, in looking through various records, was able to determine that Steve Rogers had participated in Operation: Rebirth during World Ward II. Hutchinson disclosed this fact to the Commission on Superhuman Activities.
