Louie the Eel ran an all-night poker game in his hotel room, a room in the same building where Captain America (as Steve Rogers) lived.
One morning Nick Fury confronted Steve Rogers in his room. Nick thought Steve was trying to steal Nick's girlfriend. (Steve wasn't doing anything of the sort.) A noisy physical battle ensued (becaues Nick was acting pretty crazy), and landlord Cal Trimble showed up to complain about the noise.
Steve Rogers apologized for the nose and slipped Cal Trimble, the landlord, a large bill, saying he that money should be enough to cover any damages to the room.
Cal Trimble looks shocked, and then very pleased. He thinks to himself: "Damages -- shmamages. As if anybody in my dump would care how much noise anybody else make. But since Rogers was kind enough to bankroll me-- I'm headin' down to the all-night poker game in Louie the Eel's room, and pray for four aces."
Louie the Eel was once again mentioned by Cal Trimble in Captain America (vol. 1) #158. In panel 5 on page 18, Cal Trimble explains why he needs extra money, as part of his attempt to blackmail Steve Rogers.
Referring to the cops (Bob Courtney and Brian Muldoon) who searched Rogers' room, Trimble tells Steve Rogers: "It all gave me an idea, though-- --and I think I've figured out your big secret. Sure. You've been moonlighting, holding down a second job outside your regular police duties. The force doesn't approve of things like that, I know. And I've been losing pretty heavily in Louie the Eel's poker soiree, lately... Know what mean?"
