A mustachioed black thug who wore brass knuckles and wielded a ball-and-chain weapon was on of three thugs who attacked Captain America en route to meet with Commissioner Feingold at the police station Steve Rogers worked out of in his civilian identity. This happened in the opening three pages of Captain America (vol. 1) #157.

Captain America easily defeated these three thugs, who said they had been sent by the Cowled Commander to stop Captain America from reaching his destination.

Ball 'n' Chain's street name is revealed in panel 1 on page 2 in this issue. While Ball 'n' Chain and his two cohorts are attacking Captain America, Ball 'n' Chain says: "The Cowled Commander said this guy don't get to police headquarters-- --so he don't get there!"

One of Ball 'n' Chain's cohorts, a burly man with long blonde hair, replied: "Right on, Ball 'n' Chain! This is one superhero that's seen his last sunrise--"
