In the first three pages of Captain America (vol. 1) #157, Captain America is making his way to the police station where he works in his civilian identity as Steve Rogers. The Commissioner has asked him to come meet him, dressed as Captain America. While en route, three thugs attack Captain America, saying that they have been ordered by the Cowled Commander to make sure Captain America never gets to the police station.
After defeating the three assailants, Officer Carpenter and another police officer run up to the scene. Carpenter says: "Cap! What's this? and what're you doing back in New York?"
Captain America answers: "What I was doing in Miami, Carpenter: Brawling. But here, I don't know why. They just jumped me."
Officer Carpenter says: "We'll take care of 'em for you. Can you make it to the station later to prefer charges?"
Captain America answers: "Better than that, Carp. I'll beat you there! I was on my way to see the Commissioner when I met the Three Little Pigs--no pun intended."
Officer Carpenter is seen again in panel 6 on page 20 in Captain America (vol. 1) #159. After Captain America and his allies have defeated the Cowled Commander (unmasking him as Sgt. Brian Muldoon) and his "Crime Wave" lieutenants (Porcupine, Plantman, The Eel, Scarecrow and Viper), we see Officer Carpenter and another officer leading the villains away in handcuffs (presumably more officers are off-panel).
In this panel, Carpenter addresses Captain America, saying: "That's all the costumed hoods, Cap. Back for Muldoon in a minute."
Captain America replies: "No--go on ahead, Carpenter. I'll bring him."
