Mac was an informant who kept Harlem-based crime boss Morgan appraised of important happenings at the police station.

In Captain America (vol. 1) #157, Captain America is visiting Commissioner Feingold's office. The Commissioner has to step out for a minute. Moments later, a bomb obliterates the office. People assumed that Captain America was killed in the explosion. (Actually, his shield took the brunt of the blast and he escaped relatively unharmed.

Not long after this happened, the Falcon was visiting Boss Morgan to warn him about his criminal activities. Falcon and Morgan's testy conversation was interrupted when Morgan's henchman Bim answered the phone and told Morgan about the call.

Bim told Morgan: "Boss, I think you better take this. Sounds... important."

Morgan took the call, and could be heard saying: "Yeah, this is Morgan. WHAT?? You've got to be kidding! Captain America? ...Right, Mac. Thanks for calling."

Falcon (Captain America's partner in crime-fighting) asked, "What about Cap? Spill it, Morgan!!"

Morgan explained: "He's dead, Falcon-- killed by a bomb in the police commissioner's office."

Morgan had nothing to do with the bomb, but he liked to be kept abreat of important developments, and this was certainly important.

Mac was never actualy depicted on-panel. He may have been a corrupt police officer who Morgan had on his payroll, or he may have simply been an informant who lived near enough to the police precinct to have seen or quickly find out about the explosion.
