Number Twenty was one of the operatives who belonged to the Sanitation Unit, a group secretly working for the Secret Empire. This group tried to break Captain America (who had been framed for murder) out of jail, to further discredit the hero.
Later, The Sanitation Unit was seen helping Moonstone (Lloyd Bloch) keep Captain America and Falcon captive as they prepared for a press conference.
Number Twenty was identified by name (or, rather, number) in panel 4 on page 3 in Captain America (vol. 1) #172. Referring to Moonstone, Number Twenty says: "That guy gives me a very sharp pain!"
Another Sanitation Unit agent, Number Twelve, responds: "Affirmative, Number Twenty. But they're all like that now:Nothing but ego and power-hunger! There aren't any real leaders any more!"
A third Sanitation Unit agent (or perhaps Number Twenty himself) says: "Number Twelve is right! Guys like MacArthur--Eisenhower--they knew they were men like you! But these new fellows think they're little tin gods!"
Although Number Twenty's name (codename) was not identified until Captain America #172, he was seen as part of the Sanitation Unit who attempted to free Captain America from jail, and then battled Cap, in the previous issue.
