The secretive organizaion known as the Secret Empire tried to take over the United States by sending a flying saucer of their own design to the White House. Harry was one of the soldiers who in the U.S. Army who rolled up to the White House to defend against this incursion.
After the Secret Empire's flying saucer landed on the White House lawn, a large video screen emerged from the saucer. On the screen, those present saw the leader of the Secret Empire himself: Number One. He wore a black hood. What those watching did not realize was that this was Richard Nixon himself, the U.S. President a the time. (Yes, the U.S. President was actually attempting a coup to overthrow the U.S. government!)
Number One declared: "America, I am Number One! I demand immediate and unconditional surrender!"
Harry and the other soldiers in the U.S. Army immediately gave Number One the "expected answer," by firing upon the flying saucer. Harry was on the ground, flanked by other soldiers and tanks, all of whom fired upon the flying saucer. But the flying saucer was protected by a powerful force field, which was generated by the brain waves of 9 captive mutants. The weaponry of the U.S. Army could do no damage to the flying saucer.
In panel 2 on page 9 in Captain America (vol. 1) #175, Harry's fellow soldier exclaimed: "Jeez, Harry! That was our best stuff! Where the devil's the President?"
Harry replied: "At his retreat, the White House says! He's supposed to be flying in!"
Number One, on the view screen, proclaimed: "Your leader is far away, America! Your so-called 'superheroes' are in New York or some other distant place! No one is here to protect you! I am your fate!"
Although Harry and the other soldiers were unable to successfully combat Number One and his invaders, the Secet Empire and its agents were successfully thwarted by Captain America and the heroes and SHIELD agents he was working closely with.
