In Captain America Annual #3 (1976), Captain America faced off against a powerful parasitic alien known as "The Captive" and also encountered agents from a powerful warship who were sent to re-capture the Captive. On the very last page of this story (page 35), Captain America met with a "top-level security committee." The committee consisted of a general whose name was not identified, John (a government official wearing a pin-stripe suit, and light-gray-haired bespectacled man wearing a solid-color conservative suit with a striped necktie.
At the end of the meeting with the committee, Captain America said: "I can offer no further facts, gentlemen..."
The light-gray-haired committee member said: "That's been the problem... there are no facts! We therefore call this inquiry to a close!"
The general said: "Sorry, Cap. This space-opera of yours sounds mighty exciting--but we've found no physical evidence to support its validity!"
John, smoking his pipe thoughtfully, continued: "Dents in the soil -- charred vegetation -- it's the kind of thing we encounter in the average U.F.O. story... Sorry about Hendricks... the circumstances of his deaths seem highly unusual, but nothing beyond our knowledge... I must leave... I have an appointment at three."
The general said to John: "I'll join you in a moment, John."
John and the light-gray-haired committee member left the room. The general continued to talk to Captain America for a few moments, further explaining why the government did not want to spread information about alien life to the general public, lest it cause a panic.
