A powerful alien of the Epsiloni race was known as "The Captive." This dangerous parsitic alien fled its long captivity on a black hole and managed to get to Earth. A galactic fleet was dispatched to pursue it.
One warship tracked the Captive to Earth. An unnamed commanded this massive vessel. The unnamed starship commander was humanoid in appearance, with a distinctive beard and moustache. This starship commander worked closely with an officer named Troga, but the bearded alien was clearly in charge of this warship and was clearly Troga's superior officer.
Troga always referred to the bearded commander as "Sire" or "Commander" (usually "Sire"). The bearded character's actual name was never revealed.
Most of the action in Captain America Annual #3 (1976) focused on the encounter between Captain America, the Captive, and the agents sent by the warship commander to re-capture or kill the Captive. There were frequent scene cuts to the warship showing Troga and the starship commander observing the Earthside action and sending successive agents after the Captive.
The Captive landed on a farm owned by Jim Hendricks. The warship commander sent three powerful beings known as "Stalkers" after the Captive. Jim Hendricks, using weapons from the Captive's ship, defeated the Stalkers. Hendricks thought that the Captive was an innocent victim of injustice being pursued by evil aliens. He did not realize how dangerous and destructive the Captive really was.
After Captain America arrived on the scene, the warship commander and Troga sent a Combatron robot after the Captive. Like Hendricks, Captain America believed at that time that the Captive was an innocent victim. Cap defeated the Comabtron.
Then the warship commander sent a platoon of Magnoids after the Captive. Cap battled them, but had to flee from their superior forced and rejoined the Captive on his ship. It was then that Cap saw that the Captive had killed Hendricks and absorbed the farmer's life-force. Cap then knew who the real enemy was, and helped the Magnoids capture the Captive.
The warship commander saw that Captain America had switched sides, and was grateful for his help. The warship took the Captive away and sent him into a star going nova, in an attempt to destroy him once and for all. The warship left earth alone after that.
The force who went after the Captive under the starship commander's command has been referred to by some sources as "the hunters of the Captive."
