Number Two was an agent of the Royalist Forces of America. He lived in the secret Royalist Forces headquarters hidden underground in the badlands of the American Southwest.
Number Two led a "kill derby" team. This was a team of armored members of the Royalist Forces who competed in a competition similar to "roller derby," except that they used rocket-propelled skate boards. Also, the "game" involved explosions, weapons, and other mayhem.
Cheer Chadwick, one of the "Elite" who led the Royalist Forces, wanted two Royalist prisoners - Captain America and the Falcon - to compete in the kill derby. They refused. When the derby was about to begin and the two captive heroes were not there, Chadwick threatened to cancel the event if the captive heroes did not participate.
In panel 5 on page 6, Number Two radioed the Royalist agent who was close to Captain America's cell. He told her: "Tinkerbelle! This is Number Two! They're cancelling the derby... unless you can get those two dum-dums to play!"
In panel 1 on page 7, Tinkerbelle responds: "Don't get up-tight, Number two. I'll work it out!"
Number Two was never again referred to by name, but he was among the many kill derby players who were seen playing, alongside the coerced Captain America and Falcon, throughout the rest of this issue. Although the heroes were supposed to be on Number Two's team, they mostly ended up fighting both teams.
An armored agent of the Secret Empire named "Number 2" was seen in Captain America (vol. 1) #175, just 21 issues previous to the story in which the Royalist Forces "Number Two" appears. Despite their similar designations, we believe these are two entirely different characters.
