Sergei was the director of Province 13, which was a Siberian military installation and prison which had been re-purposed as a research facility to house and study captive mutants.
Sergei first appeared in X-Men: Liberators #1. He appeared in all four issues of this limited series. Sergei died in issue #4: He committed suicide when Province 13 was closed.
