Tarkington Brown was a man who worked in the New York City mayor's office. He found out that he was terminally ill and that he only had a few weeks to live. He wanted to make a lasting contribution to society before he did, so he recruited a number of police officers to form a "murder squad." He organized this group and sent them to kill criminals.

At a party, Daredevil's girlfriend Heather Glenn got drunk and revealed Daredevil's secret identity to Tarkington Brown. Brown sent his murder squad to kill Daredevil.
