Doka was a member of the villainous group known as the Snakeroot, which was a Ninja religious sect which split off from the Hand.
As a child, Doka was raised in an abusive family. When he was still young, he set fire to his family's villa while they slept, presumably killing them.
Doka had ability to generate fire.
