The Cabal was a group of scientists who worked for Anton Lone.
One of the major areas of research performed by the Cabal was enhancing humans with super-human abilities. The purpose of this was to create super-powered agents who would do the bidding of Anton Lone.
The Cabal empowered the villains Rush, Kutt, and Solitaire, who were opponents of various super-heroes in the UltraVerse (published by Malibu).
