Major Adams was a military officer based in the Washington, D.C. area. He worked for the War Department.
Roy Lincoln's scientist father was killed and his lab was destroyed by Nazi agents who wanted to obtain his secret formula for a powerful explosive (27-QRX). Roy gathered whatever notes he could from the remains of the lab and delivered the notes to Major Adams at the War Department. While doing this, Roy was attacked once again by Nazi agents intent on obtaining the formula.
