Immediately after FBI Agent Duncan Carlisle arrives on the scene where two bank robbers are holding employees and customers hostage in the Eastchester Savings Bank, Carlisle orders a sniper to shoot one of the bank robbers who is visible through a window. Based on what can be seen visually in this scene, it appears that this sniper works with the Metropolitan Police Department.
It is not entirely clear how Carlisle was able to go around the police officer (or hostage negotiator) who was on the scene before him and issue this order to the sniper, but somehow he was able to. Righter after the sniper shot (and presumably killed) the bank robber, the police officer in charge (who may also be a hostage negotiator) asked loudly and indignantly who gave the order to fire. Carlisle announced that he did. The police officer who had been in charge at the scene outside the bank asked: "Who are you?" Carlisle told him that he's with the FBI and that he is now the agent in charge.

It is possible that this sniper was with the police department's S.W.A.T. unit. Possibly he is somebody who Duncan Carlisle had previously established a working relationship with, and thus was willing to follow Carlisle's kill order in this incident.
