Agent Dalrymple was a federal agent who was involved in the transfer of super-villain Richard Deacon ("The Human Fly") to the maximum security facility known as "The Raft." It is not entirely clear what gency Dalrymple worked for. Possibly he was a U.S. Marshal, as they often accompany federal prisoners.
Venom (Flash Thompson), a government-employed super-hero, was escorting Deacon during the prisoner transfer.
Venom was informed that Agent Dalrymple had accepted a bribe to kill the Human Fly. Apparently he was working for the Kingpin, who had a grudge against Deacon. Venom was told that Dalrymple had rigged the Fly's cell to explode. But Venom apprehended Dalrymple before he could execute his plan. Venom handed Dalrymple over to the other guards.
The person who Venom thought was Agent Dalrymple kills some guards, escapes their custody, and returns to kill the Human Fly. He reveals that he is not really Agent Dalrymple, but that he is the villain Hobgoblin (Phil Urich). It is not entirely clear when the Urich replaced Dalrymple. Dalrymple probably does not even appear in this issue. All of the appearances of Agent Dalrymple are probably Phil Urich in disguise, although it is not really clear how Urich managed to loo like Dalrymple and then suddenly be in his Hobgoblin costume, with bulky wings and equipment.
