A truck driver in New Mexico found a dead body. It was apparently the body of FBI agent Becky Chambers, who federal authorities thought had been murdered by Justice (Tensen). Actually, the body was not Agent Chambers' body. It was a corpse which had been altered by Tattoo to look like Becky Chambers. This was part of a plot to frame Justice for murder. Tattoo did this as an agent of Darquill ("Dad").
As the truck driver discovered the body (intentionally left where someone would find it), Tattoo watched through binoculars. Now that the "body" of Becky Chambers had been found, the Justice Department was able to formally charge Justice with Becky's murder.
