Angela Tensen (the daughter of paranormal vigilante Justice) was trying to find a way to continue attending college. In a college office, a non-descript man (Mr. Schreiber) told her that her request for financial aid was denied because her father was still providing more than 50% of her income. Angela did not have enough money to continue paying tuition on her own. Schreiber advised the young woman to finish out the school year and then work to earn enough money to return, and come back to college when she had saved up enough money for tuition.
After leaving the college office, Angela was accosted by two thuggish members of the "Millenias" sect (followers of a criminal paranormal presenting himself as a prophet or religious figure named "Savior"). Angela's father, Justice, had been searching for his daughter. He found her being assaulted by the Millenias thugs. He defeated the Millenias members and freed Angela from their clutches. Then Justice used information he coerced from one of the Millenias thugs to find the "Savior." He battled an ending up killing the "Savior." He found a safe full of money the "Savior" had obtained from his followers' crimes.
Justice used the money to set up a trust fund to pay for his daughter's college tuition. He arranged with Mr. Schreiber for this fund to pay for the rest of his daughter's college costs, which even accounted for increases in tuition costs. Justice (John Tensen) did all of this without his daughter's knowledge.
When Angela Tensen returned to Mr. Schreiber's office to see if there was any more financial aid she could obtain, Mr. Schreiber informed her that all of her college expenses were already taken care of via the trust fund that "a government fellow" had set up. Angela asked about what the man looked like, and when Mr. Schreiber described him, Angela realized it was her father, who had been missing for a long time.
