Steve Magniconte invented the Intensifier device, which theoretically could dramatically increase a person's muscle mass and reaction time. Steve's brother Jack, a professional football player, agreed to be Steve's next test subject. The machine did indeed imbue Jack with a superhuman physique.
Sometime later, Steve was gunned down and killed by Sloan, a mobster he had borrowed money from and been unable to pay back.
After Steve's death, his brother Jack tried to use the Intensifier again on others, but he was never able to duplicate the results. It is likely that Jack's results had something to do with the White Event he witnessed earlier in the day. So Steve's machine probably did do something for Jack, but it didn't completely "work" because it couldn't enhance anybody else.
