Tommy was a young boy about the same age, or perhaps a little older, than the young mutant Sammy Pare, who was also known as Squid-Boy. Although his precise age was not explicitly identified, Tommy seemed to be a boy between the ages of 8 to 12 years old.
Tommy and his friends lived in the same suburban neighborhood in Vancouver, Canada that Squid-Boy lived. In Uncanny X-Men #431, Tommy and his friends see Squid-Boy walking outside in the neighborhood. Tommy taunts Squid-Boy, asking him where he was recently, saying he had missed getting his "exercise" by beating on Squid-Boy. The boys, led by Tommy, started hitting Squid-Boy, knocking him to the ground. It is clear that these boys have bullied Squid-Boy before, and that Tommy was the ringleader of this bullying.
Only, this time, Squid-Boy surprised all of the boys by fighting back. Squid-Boy had been spending some time with Cain Marko, the powerful superhuman known as the Juggernaut. At that time, Juggernaut had largely reformed from his super-villain days and was living with the X-Men as an ally. Juggernaut had become sort of a surrogate father to Squid-Boy.
Squid-Boy fought back ferociously against Tommy and the other boys. The other boys ran away mostly unscathed, but Tommy received a memorable beating at Squid-Boy's hands, as Squid-Boy announced that he was the "Juggernaut."
