Eel O'Brian was part of a gang of small-time crooks working for Skizzle Shanks. They attempted to break into Crawford Chemical Works and rob it. But a guard showed up to stop them. O'Brian and the other crooks tried to flee, but O'Brian ended up getting wounded and deadly acid from the chemical plant spilled into his wounds. O'Brian got away, but the acid imbued him with super-powers, and he became the hero Plastic Man.
