Pete was one of the gangsters working under the gang chief who wore a white suit. When Vulcan and Detective Tom Warren went to the docks to investigate the gang, Pete was working a derrick crane. Pete spotted the investigating pair and swung a large crate at them, knocking them out. Pete and another gang member then dragged Vulcan and Warren to the gang boss.
There are some inconsistencies in the way Pete's clothing is colored in this story. In some panels he is wearing a blue jacket. In some panels it is green. In some panels he is shown wearing a cap. In some panels he is not wearing a cap.
