Touan Naga is the arch-enemy of French heroine Felina, the costumed protagonist of at least 3 comic book stories originally serialized magazines and later collected as graphic novels.
"Felina" was written by Spanish Victor Mora, who went on to produce a fairly significant body of work. Decades later, his Felina stories are apparently still in print, although they better known in Europe than in the United States.
Touan Naga is the leader of a criminal religious sect (also referred to as a "cult") known as the "Kriss." Despite the fact that Touan Naga is Felina's arch-enemy, we have been able to find little commentary or biography about the character. We do not even know if Touan Naga is male or female. Typically leaders of comic book religious cults are male. But given the fact that this villain's arch-enemy is a female protagonist, it seems entirely possible that Touan Naga could be a female.
Touan Naga is described as "mysterious," but I'm certain if one reads the actual "Felina" stories in which the character appears, the character's gender would be revealed.
