Mr. Tune designed a device which he called the "T-Device." It was connected directly to his chest. Its purpose was to poison the East River if his heart was stopped. This was a sort of failsafe to prevent his enemies from acting against him. The Punisher was able to deactivate the T-Device without the river being poisoned.
