Summary (from http://milestone.luthor.com/comics_detail.asp?ID=157&):
We are introduced to Sanction and he has captured Curtis. In rewind Curtis remembers Harm warning him that there was a hit out on Curtis Metcalf. After this Curtis is captured by Sanction during a date with Barraki. There is a review of the first 24 issues from Sanction's viewpoint. Sanction advises him that there are people depending on him to do the right thing. Sanction leaves Curtis to face some hitmen (Death Row, Volt, Hangman, Smoke, Guillotine) and with the knowledge that she is being watched.
