Summary from now-defunct webpage at http://milestone.luthor.com/comics_detail.asp?ID=240&:

Static is getting chased by a big ugly superguy. He barely escapes with his life. He finds a journal that the guy leaves behind. The guy is actually and former member of the Paris Bloods named Damon Briggs, a.k.a. D-Struct. D-Struct got his powers at the Big Bang. Damon Briggs is trying to get back into school again, but the Paris Bloods are blackmailing him to take out Static. Static convinces D-Struct to work with him to save his father. They succeed and Damon Briggs leaves Dakota for greener pastures.
